Temperance is the card of synthesis — finding the proportion that makes two incompatible things work together.
This card appears when the useful move is moderation in the older sense: not watering something down, but finding the right measure. It describes situations where the two obvious options are both extreme and the answer is a third thing made from parts of each.
It also covers patience with a process that is working but slowly — recovery, learning, a long negotiation. Temperance is unimpressed by urgency.
Reversed, the proportion is off. That can be extremes taking turns: all discipline then all collapse, total engagement then total withdrawal. It can also be impatience with a process that genuinely needs time, usually with predictable results.
A third reading is mismatch between people — a partnership where the pace or the values are not compatible, and blending them is not working.
In practice Temperance often answers a question about whether to combine two options or choose one. It reads as combine, but only if you are willing to lose some of each. Beside The Devil, the reading is usually about moderation of a compulsion, which is harder than moderation of a preference.
It means proportion is the issue in this specific situation. Some things should not be moderated at all — the card is about finding the correct measure, not adopting mildness as a personality.
Usually that you are oscillating between two extremes rather than deciding. The card suggests the missing piece is a deliberate compromise rather than a better version of one side.
